The extent of the community depends on the context. I think most Americans when they hear the word would think of the people in neighborhood or town. But it can mean any group of people, like a university, the LGBT community within a city, an internet fandom message board, etc. When a politician or elected official is saying “community” without prefacing specifically what community, they are probably referring to someone’s local town or neighborhoods.
Small instances are best. I just wish the big instances didn’t have most of the communities.
Gotta remember that a lot of Lemmy users are here because they’ve been banned from everywhere else. All the big Lemmy instances are highly moderation averse but I still report dipshits when I see them.

Honestly the entire notion of caring about “ratings” at all is stupid unless you are trying to sell ads. Reviews are great and reviewing art is an art form of it’s own. But taking a bunch of reviews and smoothing them together and averaging them out in order to pretend you’ve reached some sort of objective truth about how “good” a piece of media is is a stupid thing to care about and will only bring you sorrow and a more shallow life.
