A surprise and a very welcome one

Excuse my ignorance, what series are these characters from?
New fans & returning fans are always welcome on c/risa.
Star Trek is up to 11 different shows not including shorts & movies. Each has a core ensemble of ~ 7 characters plus recurring ones.
These characters are from two different 90s era shows Deep Space 9 (Martok and Kira) and Enterprise (T’Pol and Archer).
This instance has an FAQ and wiki that includes ‘where to start.’
To add to that, the Pakleds in the second to last frame are from Next Generation, and also appear in Lower Decks. They’re maddeningly and endearingly dumb, but in a crafty way.
Their main goal in life is to “make things go” so I can see how Kira would be concerned about where this call is going.
And Car Talk itself was a call in show for car repair advice that aired weekly on NPR. The two brothers became famous enough in the car world to get cameos in the Cars films as Lightning McQueen’s sponsors, the Rust-eze brothers.
Kira (host) is from DS9, Archer and T’pol (the two in the car) are from Enterprise, and the pakleds (the bumpkins) are from TNG.
The “I was putting fascists in the dirt since before my first training bra” panel alone is solid gold pressed latinum.
